Crime is the intentional consequence of unintended opportunity. If we take the distribution of opportunity as given we could calculate expected rates of crime given variations in levels of crime intention. Or we could take the distribution of intentions as given and calculate expected rates given variations in levels of opportunity. In practice, opportunity and intention are liable to interact. In particular, easy opportunities can reinforce or reward intention. Unintended opportunities are created in many different ways. Some are dealt with in other chapters.
