Abstract

In this chapter we address the ways that governments communicate strategically with foreign publics. We begin with consideration of how strategic communication is distinguished from propaganda and then proceed with more detailed discussion of transparent, non-propagandistic approaches to strategic communication with audiences abroad. This chapter also offers a brief case study of how the United States employs strategic communication in the promotion of foreign policy goals and considers the challenges posed by digital propaganda methods increasingly employed by international actors.
