Abstract

In recent decades, tourism has become an essential piece in the economic development of Morocco and it occupies an important position in the political agenda. This situation has varied considerably in the analysis period. In the pre-Fordist and Fordist phase, coinciding with the reign of Mohammed V and Hassan II, tourism played a secondary role. The arrival of Mohammed VI has implied a remarkable change in the orientation of tourism policy. This study analyses the development model based on tourism and exposes aspects that may be common to developing countries. We use the institutional approach to describe the evolution of tourism policy and evaluate the case of Saidïa as an example of a great resort. The main tourist plans implemented by the Moroccan government are studied, and a discussion is proposed on the current model of tourism development linked to international investment and the real estate sector.
