Abstract

This chapter considers how human rights might provide an ethical foundation for youth justice. It draws attention in particular to the work of the Council of Europe in setting standards and in offering guidance about the real implications of human rights for law, policy and practice. Values should guide action, and the Council of Europe has taken a lead in proposing how values may be given expression in the work of youth justice.
