The concept of partnership is one of the strongest themes in the current government’s policy agenda. The commitment to partnership can be seen in the frequent reiteration of this theme in governmental rhetoric and in the fact that it runs through legislation and policy rather like the lettering through a stick of Blackpool rock. It is central to both the government’s modernization agenda and the more general rhetorical aim to find ‘joined-up solutions to joined-up problems’. Hence, ‘true partnership working is’ seen as the ‘the only way to address some of the Government’s most challenging long-term social and economic objectives’ (HM Treasury 2002: 4).
