In this chapter we consider three issues. First, how many children and young people are in penal custody, why are they there and what characterizes them? Secondly, what sort of custodial conditions are they in and with what associated problems? Thirdly, what are the prospects for change given, as practically everyone agrees, it is not desirable that children and young people be in custody and certainly that their custody should be a last resort.
