The ocean is an extremely important asset for Portugal owing to its geography and biophysics. If managed in a sustainable and integrated way, it might become – even more than it currently is – a primary source of socio-economic, scientific, and cultural development. The maritime areas under Portuguese sovereignty/national jurisdiction offer promising potential for the exploitation of mineral and energy resources, biodiversity, development of a biotechnology industry, and tourism and associated recreational activities. Traditional ocean uses, such as fisheries, aquaculture, fish processing, port infrastructure, shipbuilding, ship repair, shipping, and telecommunications, can be further developed and restructured. An integrated policy for the ocean also requires a significant investment in the maritime components of national defence, environmental protection, marine areas conservation, and a reinforcement of marine science, technology capabilities, and specialized human resources.
