Abstract

Upon their accession to the European Union, states become subject to a series of wide-ranging obligations. 2 As well as accepting the primacy of EU law, they become participants in a permanent and constantly evolving collective enterprise, committed to complying with, implementing and enforcing all existing and future EU legislation, to participating in common policies and to sharing decisional authority with EU institutions and with one another. Their participation in EU decision-making has to be organized and prepared. Mechanisms must be put in place to manage their interactions with EU policy actors, and procedures established to handle decisional outputs.
