We live in a world of crises. Media headlines and government agendas are dominated by a wide variety of threats, ranging from financial breakdowns to climate change, from urban terrorism to cyber-attacks. These crises are increasingly transboundary in nature: they reach across geographical, legal, cultural, and policy borders (Ansell et al. 2010; Beck 1992; Boin et al. 2013). This makes it hard for the traditional nation-state to deal with these crises.
