Abstract

The maritime domain is one of the four domains of the global commons, and it has a long history, which has been understood and acknowledged for centuries. But since we began to exploit airspace, outer space, and especially cyberspace, the notion of “well understood and acknowledged” no longer applies: the nature of the maritime domain is different today – it is no longer well understood nor generally acknowledged.
