Abstract

Resilience is increasingly considered a key ingredient to effectively manage terrorism. Fareed Zakaria (2008) has been among the first to make the point that is now recognized by many: “In some unspoken way, people have recognized that the best counterterrorism policy is resilience. Terrorism is unusual in that it is a military tactic defined by the response of the onlooker” (p. 16).
