Abstract

The Kurdistan Regional Government of Iraq (KRG) relies upon oil and gas revenues to secure its autonomy and possible future independence from Iraq. The region, like the state of Iraq that it presently forms a part of, functions as a rentier economy – meaning that the large majority of government (including regional government) revenues come from an outside source (oil or budget transfers from Baghdad, the funds for which are also earned from oil) and flow directly to government coffers rather than coming from taxation or other forms of levies upon the population and its activities.
