The author of this chapter was one of three original appointees to the Refugee Status Appeals Authority when it was first constituted in 1991 and remained a member until the Authority was disestablished from 29 November 2010. In the period 1994 to 2010 he was Deputy Chair and author of many of the Authority’s principal decisions. Since 1993 he has held the position of Adjunct Lecturer in Law at the Faculty of Law, University of Auckland where he teaches Immigration and Refugee Law. He is currently Chairperson of the Human Rights Review Tribunal. An earlier version of this Chapter was presented at the conference Evidence and Country Information in the Practice of European Courts held in Budapest on 13–15 April 2011 as part of a project led by the Hungarian Helsinki Committee and co-financed by the European Commission. The author is grateful to the conference organizers for the opportunity to participate.
