In 2016, 15 per cent of the population was over 65 years of age. By 2030, the elderly share of the population is projected to rise to 20 per cent and to make up 25 per cent of the adult population (KFF, 2017a, 2017b; CBO, 2013, pp. 7–8). While as many as 47 per cent of elderly people needed some form of assistance with self-care, mobility or activities of daily living in 2011, less than a quarter received any paid care (Freedman and Spillman, 2014, pp. 518–19).
