Public organizations have been subject to massive modernization efforts and sometimes to complete restructuring processes within the last decade. The type and character of the implemented reforms differ between countries, but have mainly been influenced by the ideas of New Public Management (NPM) and post-New Public Management (post-NPM). These reform measures have been added to existing forms of steering of the traditional Weberian bureaucracy. This is also true for accountability structures.
