Local government globally finds itself facing severe pressures both in its role as a delivery vehicle or public services and as a representative democratic institution. These simultaneous pressures create a need for greater participation of citizens in local governance and in the design and delivery of local services; simultaneously and paradoxically, these pressures make such participation harder to achieve. Local government therefore needs to invest in participatory methods as a way of rebuilding public trust.
