Abstract

The character of state-run (or ‘public’) services in the Federal Democratic Republic of Ethiopia (hereafter, Ethiopia) is introduced, and issues surrounding employee reward management summarized. This is followed by a brief discussion of perceived governance consequences impacting on the country’s aspirations to enhance its capacity to progress economically as a middle-income country by the mid-2020s.
