Abstract

As new means of warfare are developed, questions regarding their morality and, consequently, legality arise. This is especially the case for unconventional means of warfare. In recent years, specifically since the 11 September 2001 terrorist attacks, the use of cyber capabilities and unmanned aerial vehicles (UAVs) or drones as weapons in counter-terrorism operations has been the subject of numerous debates in the Western world.
