Abstract

Should the dissemination of scientific knowledge and technological innovation be subject to restrictions when there is a risk of such knowledge being misused? And what restrictions, if any, should we put in place when the nature of the knowledge is such that a small group of individuals (or even an individual alone) can cause significant loss of life and damage to property if they are only able to acquire the right, and ever more affordable, equipment? Can these restrictions be compatible with the view that ‘[s]cience is the search for truth, that is the effort to understand the world: it involves the rejection of bias, of dogma, of revelation, but not the rejection of morality’? 1
