Abstract

To study risk communication as an interactive process, research should encompass key participants in the interaction. However, risk communication research has attended to public perception to a greater extent than organizational behavior—even though organizations vitally shape the communication process and messages. While senior managers in corporations or government agencies make decisions about the form and content of risk communication, rarely are their actions studied. Instead, risk communication research has focused on those outside the organization, who are often considered merely receivers of these messages.
