Abstract

Over the past fifteen years, there has been increasing recognition by government, civil society and development partners around the world of the need to ‘mainstream’ disaster risk reduction into development – that is, to consider and address risks emanating from natural hazards in national development frameworks and in legislation and institutional structures, as well as in sectoral strategies and policies, budgetary processes, the design and implementation of individual development projects and, finally, in monitoring and evaluating all of the above (Benson et al. 2007).
