The term ‘relief’ (or humanitarian response) covers the immediate response as well as the early recovery. Since the hazard has occurred, the term ‘risk’ (a probability) will not be used in this chapter, nor will there be consideration of secondary hazards such as rain and flooding or winter storm, which might complicate needs assessment and relief, or put relief workers and disaster survivors at increased risk.
