Abstract

This Handbook’s first section of chapters provides a big picture view of hazards, vulnerabilities and disaster risk reduction (DRR). It introduces key macro-issues that are essential for understanding and reducing the disaster risk: a chapter that frames the issues and questions along with chapters that discuss the perspectives on disaster and DRR offered by history, politics, knowledge, culture, religion, urbanisation and sustainable development. Although embedded in local contexts, these issues are relevant beyond national borders and societies. They are increasingly recognised as crucial factors affecting vulnerability and capacity in facing natural hazards, while providing ways forward for DRR.
