Abstract

Change efforts in general and special education have followed parallel but separate tracks. Unfortunately, general education reform efforts too frequently reflect limited attention to the unique needs of students with disabilities, and special educators have not systematically been invited into the dialogue. We discuss recent reforms in secondary education and explore their implications for efforts to improve outcomes for youth as they transition to postsecondary education and employment. We examine how the federal government and states have responded to these reforms and explore initiatives to align secondary education with transition services. Recommendations will be made for advancing the alignment of transition services with secondary education reforms.
