Abstract

The last decade of the 20th century and the first eight years of the first decade of the 21st century—18 years bookmarked by the end of the Cold War and the shock of 9/11—have witnessed dramatic changes to the global system, transforming not only the grammar of defence affairs and the rules of behaviour of defence policy stakeholders, but the foundational logic of intervention policy writ large. These 18 years have also produced changes to the international and domestic dynamics of defence politics and policy, amplifying the world’s attention towards issues of national, regional and global security. Understanding these changes and their implications is paramount for the sophistication and success of future defence policymaking.
