Abstract

Cisco predicts that by “the end of 2013, the number of mobile-connected devices will exceed the number of people on earth, and by 2017 there will be nearly 1.4 mobile devices per capita.” 1 The International Telecommunication Union (ITU) estimates that there are now more than two billion active mobile broadband subscriptions, with an average of seventy-five connections per one hundred inhabitants in the developed world. 2 Smartphone adoption is above 50 percent in the United States 3 and several other Organisation for Economic Co-operation and Development (OECD) countries, 4 and hundreds of millions of tablet computers have been sold since Apple’s iPad debuted in 2010. 5 With this proliferation of mobile devices, people increasingly expect to be able to connect to networks and access mobile media and other content and services from virtually any location.
