Abstract

This chapter reviews the role of uncertainty in the design of programmes and planning processes where climate change is an important factor. It provides a definition of uncertainty (Section 5.2), outlines the ways in which this key factor influences our understanding of the nature of climate impacts (Section 5.3), and goes on to consider its implications for the appraisal of projects and programmes, especially in a development context (Section 5.4). Section 5.5 discusses different methods for ranking options when uncertainty due to climate change is a key feature. Finally, Section 5.6 provides recommendations for best practice. The aim throughout is to provide practical guidance for mainstreaming climate into the broader development strategic objectives.
