The second half of the 1980s saw the emergence of a worldwide concern about increasing violence in society. Several states set up task forces to investigate this social problem and to develop proposals and recommendations as to how to tackle this development. Germany also has had its ‘Unabhängige Regierungskommission zur Verhinderung und Bekämpfung von Gewalt (Gewaltkommission)’. 1
