Abstract

Coxiella burnetii was recognized as a potential bioterrorism agent only two decades after it was first described. In 1950s America, Operation Whitecoat used conscientious objectors in human experiments to investigate infectious dose, vaccine efficacy, and antibiotic therapies for C. burnetii. 1 Operation Whitecoat was a response to the Soviet Union biological warfare program that may have deliberately released C. burnetii during World War II. 2
